Provisions of CTA Accessibility-Related Regulations

Kenn Borek Air, as a transportation service provider, complies with the applicable provisions related to aircraft and air carriers that govern its operations under the Air Transportation Regulations, Part VII, as well as the Personnel Training for the Assistance of Persons with Disabilities Regulations.

Objective, Definitions & Principle

OBJECTIVE:

The objective of this Accessibility Plan is to ensure that Kenn Borek Air provides equitable access and fosters inclusion for all individuals, regardless of physical or cognitive ability. In fulfilling our obligations under the Accessible Canada Act (ACA), we are committed to creating an inclusive environment and enhancing the experience of our passengers, customers, and employees.

DEFINITIONS:

The following definitions apply throughout this plan:

Barrier: Anything – including physical, architectural, technological, attitudinal, information- or communication-based, or arising from a policy or practice – that impedes the full and equal participation in society of persons with an impairment. This includes physical, mental, intellectual, cognitive, learning, communication, sensory impairments, or functional limitations.

Disability: Any impairment – whether physical, mental, intellectual, cognitive, learning, communication, or sensory – or a functional limitation that is permanent, temporary, or episodic in nature, whether evident or not, and that, in interaction with a barrier, limits a person’s full and equal participation in society.

PRINCIPLES:

Kenn Borek Air’s Accessibility Plan is guided by the principles set out in the Accessible Canada Act, which include the following:

(a) All persons are to be treated with dignity, regardless of disability;

(b) All persons must have the same opportunity to make for themselves the lives that they are able and wish to have regardless of their disabilities;

(c) All persons must have barrier-free access to full and equal participation in society, regardless of their disabilities;

(d) All persons must have meaningful options and be free to make their own choices, with support if they desire, regardless of their disabilities;

(e) Laws, policies, programs, services, and structures must take into account the disabilities of persons, the different ways that persons interact with their environments, and the multiple and intersecting forms of marginalization and discrimination faced by persons;

(f) Persons with disabilities must be involved in the development and design of laws, policies, programs, services, and structures; and

(g) The development and revision of accessibility standards and the making of regulations must be done with the objective of achieving the highest level of accessibility for persons with disabilities.

General

We are pleased to share the Kenn Borek Air Accessibility Plan for 2026-2028. It was created with valuable input from a wide range of contributors. We recognize the importance of feedback from employees and customers in improving accessibility. To support this commitment, we will actively consult with disability advocacy organizations and individuals with disabilities, including employees and customers, to gather meaningful insights and feedback. This engagement will inform our ongoing efforts to enhance accessibility and ensure our practices align with evolving accessibility standards and requirements.

Consultations

Kenn Borek Air is committed to improving accessibility for all individuals, including persons with disabilities. This Accessibility Plan was developed through internal consultations with employees who identified barriers or accessibility concerns, ensuring their perspectives helped inform our approach to accessibility and inclusion.

Through these consultations, several key areas for improvement were identified, including:

  • The need for more detailed and actionable accessibility initiatives;
  • Improved communication strategies for individuals with cognitive, hearing, low vision, and neurodiverse disabilities;
  • Increased use of universal symbols and accessible formats in communication materials; and
  • Providing broader accessibility information related to Kenn Borek Air facilities and services.

Barrier Identified:

Through our accessibility planning process, we identified the need to strengthen disability inclusion in our recruitment activities. Some employees involved in recruitment may not yet have sufficient awareness or guidance on how to effectively engage with and recruit candidates with disabilities.

Employees may face barriers or discomfort when disclosing accessibility needs or requesting workplace accommodations, which can delay support and create challenges in accessing inclusive workplace practices.

Strategies Devised:

To address this barrier, Kenn Borek Air will implement the following measures:

  • Review of Recruitment Processes
    • We will review recruitment materials, job postings, application platforms, and interview procedures to ensure they are accessible and inclusive. This will include clearly communicating the availability of accommodations throughout the recruitment process.
  • Recruitment Training and Awareness
    • Training and awareness initiatives will be provided to employees involved in recruitment to improve their understanding of disability inclusion and accessible hiring practices. This will help ensure that recruitment representatives are equipped to support an inclusive and barrier-free hiring process.
  • Partnerships with Disability Employment Organizations
    • We will explore partnerships with organizations that specialize in connecting employers with qualified candidates with disabilities. These partnerships will help expand outreach efforts and increase awareness of employment opportunities at Kenn Borek Air.
  • Accessible Communication in Recruitment
    • We will work to ensure recruitment communications and materials are accessible to a wide range of candidates, including individuals with cognitive, visual, hearing, or neurodiverse disabilities.
  • Accessibility Passport Implementation
    • We will implement a voluntary and confidential Accessibility Passport which will provide employees with an additional accessible pathway to communicate workplace barriers, accommodation needs, or suggested solutions. Human Resources and relevant managers will review submissions collaboratively and, where appropriate, initiate supportive accommodation discussions and processes.

The Built Environment

Kenn Borek Air is committed to providing barrier-free access to its facilities wherever possible. Our operations include both owned and leased spaces such as office areas, hangars, and aircraft-related facilities. Due to the age and design of some buildings and environments, some accommodations are under review to meet accessibility standards.

An accessibility review of the Kenn Borek Air Corporate Office identified several existing accessibility features, including accessible parking spaces, wheelchair ramps, automatic entry doors, accessible washrooms, and wide entrances, doors, and hallways designed to accommodate wheelchair access when required. At our Calgary hangar facility, a wheelchair ramp is in place to support accessible entry to the building.

As part of our ongoing commitment to accessibility, Kenn Borek Air will continue to conduct periodic reviews of its facilities, including hangar spaces, to identify opportunities to improve accessibility. We will also continue to review accessibility through our established feedback process to ensure that existing accessibility features are maintained and that new barriers are not unintentionally introduced.

Barriers Identified:

Through our accessibility planning process, the following barriers within the built environment were identified:

  • The need for specific procedures to support the safe and efficient evacuation of individuals with disabilities during emergency situations.
  • The need for clearer and more consistent identification of accessible parking spaces at certain facilities.
  • Some employees are unaware of the updated procedures about how to keep people with disabilities safe during an emergency.

Strategies Devised:

To address these barriers, Kenn Borek Air will implement the following measures:

  • Emergency Evacuation Plan – A review of Kenn Borek Air’s facility fire safety and emergency response plans will be conducted to ensure appropriate procedures in place for the safe evacuation of individuals with disabilities.
  • Accessible Parking Identification – All owned and leased facilities will be reviewed to ensure accessible parking spaces are clearly identified. This will include ensuring the presence of appropriate signage and painted accessibility symbols on parking surfaces to improve visibility and recognition.
  • Seasonal Maintenance of Accessible Areas – Where accessible parking spaces are pathways are provided; efforts will be made to ensure they remain usable year-round. This includes prioritizing snow and ice removal during winter months to maintain safe access to entrances and accessible routes.
  • Inclusive Infrastructure – Find ways to improve our workplace to better support the different needs of employees. This could include reducing or removing sensory and other barriers, improving ergonomics, and using inclusive design, infrastructure, and equipment to make the workplace more accessible.

Information and Communication Technologies (ICT)

The way we work, our technology, and the needs of the people we serve are always changing. Our website is structured with clear headings to enhance readability and ease of navigation. Kenn Borek Air is committed to providing information in accessible and alternative formats upon request.

Barriers identified:

Internal and public communication materials may include complex, technical language or jargon, which can make content difficult to understand. These materials can be particularly difficult for individuals with cognitive or learning disabilities.

Strategies Devised: 

Kenn Borek Air will ensure that digital and written communications are clear, concise and written in plain language. To achieve this, we will:

  • Develop and implement plain language and accessibility guidelines for all internal and external communications, including practical tools and checklists for staff
  • Train employees responsible for content creation on plain language and accessibility best practices, including engaging external specialists to modernize training materials where appropriate
  • Review and update website content, training materials, and key documents to improve accessibility, clarity, and readability
  • Incorporate accessibility reviews into content creation and publishing processes, including periodic audits and updates to ensure ongoing compliance
  • Track and respond to requests for alternative formats

Communication other than ICT

This area focuses on creating a barrier-free environment where everyone can communicate, share, and access information. Accessible communication means using clear, direct, and plain language, and providing information in formats that meet diverse needs.

Kenn Borek Air communicates through multiple channels, including phone, email, mail, fax, technical publications, other documents (such as reports, guidelines, and memos), and in-person interactions such as meetings and presentations. We have established procedures to ensure that information is accurate, timely, and useful.

Accessible formats, such as large print and Braille, are available upon request and will be provided within 45 days.

Barriers Identified:

There is lack of comprehensive training on effective communication with individuals with visible and non-visible disabilities. This may result in employees being unaware of best practices, leading to unintentional barriers or misunderstandings during interactions with clients or colleagues.

Strategies Devised:

To support accessible communication practices, Kenn Borek Air will review and enhance employee training programs to ensure employees receive appropriate training on communicating respectfully and effectively with individuals with disabilities. To achieve this, we will:

  • Review existing training materials to identify gaps related to accessible communication and disability awareness
  • Update or develop training content focused on respectful communication practices, accessibility awareness, and plain language principles
  • Incorporate accessible communication guidance into employee onboarding and ongoing training programs
  • Provide employees with practical guidance on effective communication across in-person, written, and electronic interactions
  • Promote the use of clear, concise, and plain language in workplace communications

Accessibility is not always consistently considered during the procurement process. This can be due to limited awareness, difficulty identifying accessible options, or a lack of clear standards for certain products and services.

Strategies Devised:

  • Review procurement practices to identify opportunities to include accessibility considerations
  • Develop simple guidance or checklists to support accessible purchasing decisions
  • Encourage suppliers and contractors to demonstrate accessibility in their proposals

Design and Delivery of Program and Services

Kenn Borek Air is committed to designing and delivering programs and services that are inclusive and accessible to all employees and clients. We aim to ensure that accessibility is considered from the outset and throughout delivery.

Current efforts to support accessibility include:

  • Providing training to staff to improve their ability to respond to accommodation requests
  • Maintaining a supportive approach to accommodation inquiries and requests
  • Increasing staff awareness and understanding of accessibility
  • Maintaining procedures that support the rights of employees and clients requiring accommodations.

Barriers Identified: 

The process for accommodating employees with injuries, illnesses, medical conditions, or disabilities can be complex and time-consuming. This may create challenges for employees and managers when navigating accommodation or return-to-work processes.

Accessibility needs may not be identified early in the client engagement process, which can limit the organization’s ability to assess and prepare reasonable accommodations for clients and guests where operationally feasible.

Strategies Devised:

Kenn Borek Air will improve awareness, support, and processes related to workplace accommodations and return-to-work initiatives. To achieve this, we will:

  • Increase employee awareness and understanding of available accommodation supports and resources, including promotion of the Employee and Family Assistance Program (EFAP)
  • Work with service providers, managers, and employees to improve how accommodation needs are identified, communicated, and addressed
  • Review and streamline accommodation and return-to-work processes to improve efficiency and reduce complexity where possible
  • Monitor and improve response times and overall outcomes related to accommodation requests
  • Incorporate optional accessibility-related questions into client intake and pre-engagement processes to support the proactive identification of mobility, medical, sensory, dietary, or other accessibility needs and enable accommodation planning where operationally feasible

Transportation

Kenn Borek Air is committed to considering accessibility in the use and operation of its aircraft and ground service vehicles. At present, accessibility-related modifications are not available on existing equipment or vehicles. Where feasible, appropriate accommodations will be provided to employees who require accessibility features to safely operate a vehicle.

Barrier Identified:

The current aircraft fleet does not include accessibility features, which may limit use for employees with disabilities or mobility restrictions.

Strategies Devised:

Kenn Borek Air will support employees by providing accommodations where feasible and improving awareness and training related to accessible transportation.

  • Assess accommodation needs on a case-by-case basis for employees requiring accessible vehicle features
  • Provide training to employees on the safe transport of mobility aids
  • Provide guidance and training on assisting individuals with mobility restrictions, including transfer support where appropriate
